It is advisable that I should briefly

recapitulate certain matters which I have already dealt

with in previous letters. My relations with Mr. Seth were,

up to the occurrences complained of, always of a most

cordial description. Whenever there was occasion I was

accustomed to send for him, and discussed matters with him

as his superior officer and he my subordinate officer.

the Colonial Secretary took complete control and would

never listen to his suggestions, and that this was most
